Adafruit was founded in 2005, Limor's goal was (and still is) to create the best place online for learning electronics and making the best designed products for makers of all ages and skill levels. This one is designed for composite video directly, the link they gave was to a Coax or antenna splitter, which wouldn't work without a modulator.
